SLATE OF CANDIDATES: 2nd Vice President Michelle Bland
My name is Michelle Bland. I am the Statewide 9-1-1 Program Manager for the California Highway Patrol (CHP). I began my career with the CHP in 2007. In this position I have the unique responsibility of managing the CHP’s statewide wireless 9-1-1 program. In my role as coordinator, I maintain liaisons with the Office of the State Chief Information Officer, Wireless Service Providers, Public Safety Answering Point Managers, California’s 9-1-1 County Coordinators, and CHP’s 25 Communications Centers. Before I came to work for CHP I enjoyed a 10 year career with AT&T as a Network Design Engineer and Central Office Engineer. I hold a Bachelors Degree in Accounting and a Masters Degree in Business Administration.
Experience, Accomplishments, and Affiliations: I consider the members of CalNENA some of the best professionals in the public safety industry. It would be an honor to serve on this Board and help take CalNENA into the future. I believe my experience would be valuable to the Chapter. Hello everyone and Happy New Year
I have accepted the nomination for 2nd Vice President of CALNENA and would be proud to serve all of you on the Board.
I began my dispatch career in July of 1991 and was promoted to Communication Supervisor in 1995. I have been involved in a number of different projects from a 9-1-1 Communication Center upgrade, moving the 9-1-1 Communication Center to a new building, and two radio system upgrades to name a few. I have served three terms as President of the Public Safety Communication Managers Association of Santa Clara County.
I understand that in our profession it is important to communicate in a timely manner as well as have a strong voice at the State and National levels when it comes to issues and changing technology that affects the 9-1-1 profession. I would look forward to work with the CALNENA Board to be that voice. I would appreciate your consideration when it comes time to vote.

CalNENA Members,
I'm Dave Larton, one of CalNENA's Commercial Vice Presidents. It's election time once again, and I'd appreciate your support as I seek re-election to this important office.
2009 was a year of challenges, as well as opportunities, for the CalNENA organization. As a Commercial Vice President, it's been my responsibility to embrace our Commercial members, make them feel welcome, and to encourage their participation in our CalNENA meetings, sponsored events, as well as our Annual State Conference.
We've worked diligently to bring the latest 9-1-1 related products and services to our members, and we've seen our Commercial membership attendance increase each time we hold a meeting. We've enjoyed the interaction and networking that has resulted from bringing their expertise into our organization.
As I pledged to the membership when I first became a Commercial Vice President two years ago, I've been able to use my contacts as Associate Editor of 9-1-1 Magazine to encourage vendors of 9-1-1 technology to become members of our CalNENA family. We're excited about our new home for the 2010 Annual Conference in San Diego, and we're working hard to bring you the best Conference ever!
It's been an honor working for you for the last two years; I hope that you'll help me continue working with our excellent CalNENA Executive Board by supporting my reelection as Commercial Vice President!
Alicia Caddy
Alicia Caddy is the Events Manager for PlantCML. Now in her tenth year in the Public Safety industry, Alicia has organized celebrations, banquets and award ceremonies to inspire and reward her fellow industry professionals for a job well done.
A familiar figure at CalNENA events, Alicia is the consummate professional, organized, prepared, always smiling and helpful. Her extensive network of contacts, her broad base of industry knowledge and her calm demeanor are some of the attributes that contribute to Alicia’s success. She is an innovative and effective leader as well as a talented team-builder whose organization and communication skills will serve CALNENA and its members well.
Alicia would like to expand her 9-1-1 industry expertise by collaborating with her peers in the public and private sectors on issues and goals to make a positive impact on legislation pertinent to those protecting the public safety of all. She recognizes the importance of having established standards and dedicated funding in the State to support 9-1-1. Alicia looks forward to her continued work within the 9-1-1 community and would be honored to serve as Commercial VP alongside a committed team of professionals whose dedication has inspired her.
Jeremy Smith
My name is Jeremy L. Smith and I am honored to be running for Commercial Vice President with the California National Emergency Number Association (CALNENA). I am currently employed by L. R. Kimball, a leading consulting firm in the public safety industry. In my role at Kimball I lead a consulting team focused on improving the cyber security of the public safety industry. I have previously served in the Marine Corps and was employed at PlantCML for 7 years where I had the opportunity to work on interesting projects with the CHP, LAPD, El Cajon PD, City of Mountain View, Chula Vista PD, Costa Mesa PD, Murrieta PD (my hometown), LASD, LAFD, and many more.
For the past few years, I have been honored to serve as the co-chair of the NENA Security for Next Generation 9-1-1 Working Group where I’ve had the opportunity to work with a wide variety of industry representatives as we created the public safety industry’s first comprehensive cyber security standards (NG-SEC). These new standards will help ensure the safety and security of 9-1-1 as we transition to NG9-1-1 and it has been a great privilege to lead and participate in these efforts. Ensuring 9-1-1 is secure during and after the transition to NG9-1-1 is both a personal and professional passion and I am committed to helping the California 9-1-1 community achieve that goal.
Over the many years I have worked with the California 9-1-1 community I have come to know many of the passionate and committed members of the California 9-1-1 community. You are the reason it would be both an honor and privilege to represent you as Commercial VP. Thank you for your consideration.
Debbie Davis
I have over 36 years of experience in Public Safety Communications. My career began as a Dispatcher Trainee in 1973 in Santa Clara County, holding positions as Dispatcher I and II, trainer, Lead and Watch Commander. My administrative assignments included work in CAD GeoFile, MSAG, backgrounds, testing and training. In 1989 I joined the start-up team for creating the second largest PSAP in California from the ground up: the new San Jose Police Department's dispatch center. I participated in the development of a new facility, CAD system, 9-1-1 telephone system, radio system, policies and procedures, recruitment, testing and training of new personnel. In 1993 I moved to Shasta County to become a manager responsible for the creation of a new, JPA consolidated 9-1-1 dispatch center called SHASCOM. Throughout my public safety service, I have had the privilege participating on several POST committees developing training standards and curriculum for public safety dispatchers; as well as statewide testing for entry level dispatchers. My involvement in training Public Safety Telecommunicators extends to POST academies and CPT; including instruction in Community College courses in California. My current responsibilities with AT&T include network coordination, project management for implementation of new 9-1-1 systems in Northern California, and my personal favorite—training public safety dispatchers on new 9-1-1 equipment. My assigned territory covers Mendocino County to Sierra County north to the Oregon border, and east to the Nevada border. In recent times I have assisted with projects in the greater San Francisco Bay Area, San Luis Obispo County and Merced County.
The PSAP and private sector work experience has introduced many changes and challenges over the years. It has broadened my career and scope in public safety communications from operational, technical and political viewpoints.
I am humbled and honored to be considered a candidate for Commercial Vice President on the CALNENA Board. My desire is to serve this professional organization in its pursuit of training, technology, legislative and policy matters that promote the best possible public safety network for the citizens of California. It is important work, with many challenges ahead. I bring decades of experience, wisdom, education and hard work to the table. I would consider it a privilege to work tirelessly for this organization.

Account Executive – Intrado/Positron CalNena Member 12/1/98 to present Fellow members, With sincere humility, I have again accepted the Commercial V.P. nomination to serve as Commercial V.P. on your CalNena Executive Board of Directors. We’ve come a long way during the past ten years ! World events have brought us all significant challenges ! Issues of National security, our State’s budget woes, political pressures, rapidly changing technology evolution, and several other items have increased the critical role and value ‘your’ CalNena organization has brought to bear in responding to these challenges. It’s previously been my privileged duty as a three term member of the Board to stand for and jealously protect the mission of CalNena. I’ve accepted this nomination with a humble desire to contribute in this volunteer role as your voice on the Board and to therefore strengthen the representation of your vision for 9-1-1 in California. I continue to serve in the 9-1-1 arena through my work at Positron and have the great fortune to serve many of your center’s needs.
